ตอนที่แล้วจบลงตรงที่ พระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว รัชกาลที่ ๕ ทรงเสด็จเจริญสัมพันธไมตรีกับอาณาอารยประเทศชาวยุโรปถึง ๑๒ ประเทศ อันได้แก่ อิตาลี ออสเตรีย-ฮังการี สวิตเซอร์แลนด์ ฝรั่งเศส เบลเยียม อังกฤษ เยอรมนี สเปน เดนมาร์ก โปรตุเกส เชโกสโลวาเกีย และรัสเซีย
เพื่อแสดงให้ชาติยุโรป ได้เห็นถึงอารยธรรมของชาติสยาม ว่ามิได้เป็นประเทศป่าเถื่อน ดังที่พวกเขาคิด
เป็นเหตุให้ประเทศมหาอำนาจในยุโรปต้องยอมรับ และถวายการต้อนรับอย่างสมพระเกียรติ
แม้แต่เยอรมนี และรัสเซีย ได้แสดงให้ชาติยุโรปได้รับรู้ว่า สยามเป็นมิตรประเทศที่สนิทชิดเชื้ออย่างยิ่ง
ถึงขนาด พระเจ้าซาร์นิโคลัสที่ ๒ แห่งรัสเซีย ทรงให้ความสำคัญต่อ สมเด็จพระเจ้าอยู่หัว ร.๕ และสมเด็จพระบรมโอรสาธิราช ดุจดังพระญาติสนิท
จนข่าวนี้แพร่สะพัดไปทั่วยุโรป ซึ่งเป็นที่หวั่นเกรงของประเทศฝรั่งเศส และอังกฤษเป็นยิ่งนัก
ในเวลานั้น พระเจ้าซาร์นิโคลัสที่ ๒ แห่งรัสเซีย ทรงใช้อิทธิพลทางการเมืองและการทหาร กดดันให้ นายเฟลิกซ์ โฟร์ นายกรัฐมนตรีของฝรั่งเศส ต้องทำการถวายการต้อนรับกษัตริย์สยามให้สมพระเกียรติ และควรจะรับฟังข้อเรียกร้องของสยาม
ซึ่งฝรั่งเศสก็มิกล้าที่จะแข็งข้อกับรัสเซีย ด้วยเกรงอำนาจทางการเมืองและทางทหารของรัสเซีย ซึ่งมีอิทธิพลแผ่ขยายไปทั่วยุโรป
เมื่อนายกรัฐมนตรีของฝรั่งเศส ยอมถวายการต้อนรับพระมหากษัตริย์สยามอย่างสมพระเกียรติ ทั้งที่รู้อยู่เต็มอกว่า การที่สยามใช้อิทธิพลของรัสเซียมาบีบให้ฝรั่งเศสต้อนรับกษัตริย์สยาม ก็เพื่อหวังผลในการเจรจา ให้ฝรั่งเศสยอมถอนทหารออกจากดินแดนสยาม และยอมแก้ไขสนธิสัญญาที่สยามเสียเปรียบฝรั่งเศสเสียใหม่
ซึ่งฝรั่งเศสคงมิอาจปฏิเสธข้อเรียกร้องของสยามได้ ด้วยเพราะมหาอำนาจรัสเซียให้การหนุนสยามอยู่
ครั้นเมื่อสมเด็จพระเจ้าอยู่หัว ร.๕ ทรงเสด็จเยือนฝรั่งเศสตามคำแนะนำของ พระเจ้าซาร์นิโคลัสที่ ๒ แห่งรัสเซีย ขณะนั้นประเทศฝรั่งเศส ก็ได้ใช้มาตรฐานเดียวกันกับรัสเซียถวายการต้อนรับ พระเจ้าแผ่นดินสยาม ด้วยการตั้งแถวทหารกองเกียรติยศ สวนสนามถวายการต้อนรับ ยิงปืนใหญ่สดุดีถวายพระเกียรติ ประชาชนชาวฝรั่งเศสต่างมาตั้งแถวถวายการต้อนรับทั้งสองฟากข้างทาง พร้อมชูธงชาติสยาม โห่ร้องถวายพระพร ขณะที่ขบวนเสด็จผ่าน
พอพลบค่ำ มองซิเออร์ฮาโนโต เสนาบดีว่าการกระทรวงการต่างประเทศ ได้จัดงานเลี้ยงใหญ่ ณ กระทรวงว่าการต่างประเทศ เพื่อถวายเป็นพระเกียรติยศ ได้กราบบังคมทูลเชิญ พระบาทสมเด็จพระเจ้าอยู่หัว พร้อมด้วยพระเจ้าน้องยาเธอ และบรรดาข้าราชบริพารที่ได้ตามเสด็จพระราชดำเนิน กับเชิญเอกอัครราชทูต และทูตผู้แทนรัฐบาลต่างประเทศ กับเสนาบดี และข้าราชการฝ่ายฝรั่งเศส ร่วมนั่งโต๊ะจัดเลี้ยงรวมทั้งสิ้น ๑๐๒ คน

There are hundreds of reasons why Thais adore the monarchy (chapter 12)

The last chapter ended when King Chulalongkorn (King Rama V) visited twelve European countries including Italy, Austria-Hungary, Switzerland, France, Belgium, the United Kingdom, Germany, Spain, Denmark, Portugal, Czecho-Slovakia, and Russia, to establish and strengthen diplomatic relations.
The purpose was to show European countries that Siam was a civilized country, and Siamese were now barbarians like they thought.
European superpowers had to acknowledge this and extended a grand and warm welcome to the King. Germany and Russia showed to other European countries that Siam was a cordial, close ally.
Tsar Nicholas II of Russia treated King Chulalongkorn (King Rama V) and the Crown Prince of Siam as close relatives.
This was widely spread among European countries and made France and the United Kingdom take more cautious stance.
At that time, Tsar Nicholas II of Russia exercised his political and military power to pressure Felix Faure, President of France, to extend a grand welcome to Siamese King, as well as listen to Siamese requests.
France did not dare to defy against Russia because of Russian dominant political and military influence all over Europe.
The French President agreed to extend a grand welcome to Siamese King. France knew well that Siam used power of Russia forcing France to welcome the King of Siam. And then Siam would request France to withdraw its troops out of Siamese territory and request for amendment of some disadvantageous clauses in the Treaty.
And France would not be able refuse Siamese requests because of Russian support.
When King Chulalongkorn (King Rama V) visited France according to the advice from Tsar Nicholas II of Russia, France used the same treatment as Russia to extend welcome to the King of Siam. There were guard of honor and salute by cannon to receive the King’s visit. French people waited along two sides of the avenues, raised Siamese flags, shouted their blessings while the royal motorcade passed by.
At night, Gabriel Hanotaux, Minister of Foreign Affairs, held a welcome reception at the Ministry to celebrate the King of Siam’s visit. King Chulalongkorn and accompanying royal family members and courtiers, Ambassadors and diplomats of foreign countries, and the French government, altogether 102 attendees, attended the reception.
